BUDGET'S BIG LOSERS: DOMESTIC PROGRAMS / President's plan would maintain tax cuts, boost defense, homeland security, research
'This budget represents a serious misjudgment on the part of this administration,' said Rep. Tom Lantos, D-San Mateo. 'It is utterly senseless to give tax breaks to the wealthy and to beef up defense for the seventh year in a row by slashing Medicare, squeezing education funds and increasing the national debt.'
